The Tokyo Metropolitan Government is promoting the ‘Project to clean up the former Edo castle outer moat’ to improve the water quality of the Outer Moat, a historical asset, and to revive Tokyo as the ‘Water Capital’.

The ‘Promotional video"Project to clean up the former Edo castle outer moat' was commissioned by the Bureau of Urban Development of the Tokyo Metropolitan Government as part of activities to promote understanding of the Tokyo Metropolitan Government's ‘Project to clean up the former Edo castle outer moat’, and depicts the image of the Outer Moat restored through water quality improvement in the ukiyo-e world of Edo waterfront scenes such as Hiroshige Utagawa's ‘Tokaido Gojusanjitsu’ series. The 30-second digital animation content expresses the image of the outer moat that has been restored by improving the water quality, using the world of ukiyo-e woodblock prints such as Hiroshige Utagawa's Tokaido Gojyusantsugi series, which depict Edo's waterfront scenery.

It depicts the waterside of Edo, where boats come and go and people bustle about, as well as fish and cherry blossoms, as digital art images with a sense of three-dimensionality and depth.

The ‘Sotobori no Waterside Restoration Project Promotional Video’ is available on the Tokyo Metropolitan Government Bureau of Urban Development's official YouTube channel, and will be broadcast at the ‘Roof Park Fes & Walk’ event held on 18 (Fri) and 19 (Sat) April 2025 on the Tokyo Expressway ‘KK Line’, starting with a broadcast at Shinjuku Station West Exit Plaza large digital signage, Shinjuku subcentre No. 4 street digital signage, and on monitors in the Tokyo Metropolitan Government's First Main Building.

About "Project to clean up the former Edo castle outer moat"

In the Grand Design for Urban Development formulated in September 2009, the Tokyo Metropolitan Government (TMG) stated that it would systematically promote initiatives for the restoration of good waterfront areas such as moats and ponds in cooperation with wards, cities, towns and villages, etc. In September 2008, a study group was established by the relevant bureaus within the Agency and began studying ways to improve the water quality of the outer moat.

Subsequently, in the ‘Tokyo of the Future’ Strategy (March 2021) and the ‘Tokyo of the Future’ Strategy version up 2022 (February 2022), the city government presented the ‘Moat Purification Project’, which aims to improve the water quality of the outer moat, a historical asset, provide a healing place for people working in the city centre and revitalise the whole area by creating a dignified landscape.
