What is the First Customer Alliance?

Based on its start-up strategy ‘Global Innovation with STARTUPS’, the Tokyo Metropolitan Government supports start-ups aiming for global growth with the aim of making Tokyo the world's best start-up-friendly city.

One of these initiatives, the “First Customer Alliance (Promotion of Entry into Public Procurement and Cooperation with Local Authorities)”, aims to promote public procurement of start-up products and services by certifying excellent products and services as products under the Local Autonomy Law Enforcement Order Regulations and making maximum use of the voluntary contract system for policy purposes, which allows procurement without tendering. The system promotes public procurement of start-up products and services.

Through mutual collaboration and cooperation among local authorities, information on start-ups is shared and catalogued, and a mechanism is established that can be utilised by other organisations. In implementing the project, the private operator and the TMG will work together and cooperate to promote the project.
